As the 11th Sheriff of Indian River County, I am honored and proud to serve you. I am equally proud of the men and women who make our agency such an outstanding place to work. In fact, we are only one of eleven Sheriff's Offices in the state to be CALEA, FCAC and CFA accredited!

Undersheriff

Undersheriff Raulen is the second in command and serves as the Chief of Staff for the Indian River County Sheriff’s Office. He provides direct managerial and administrative oversite for all areas of the agency’s Department of Law Enforcement, Department of Corrections, Judicial Services, and Community Affairs, as well as for the Division of Support Services and the Professional Standards Section.  

He began his public safety career as a firefighter/EMT in Brevard County in 1984 and later served the citizens of Florida as a probation officer for the Department of Corrections. He joined the Indian River County Sheriff’s Office in 1998 and his assignments have included being a field training deputy, detective, detective sergeant, public information officer, and administrative lieutenant. Prior to being named undersheriff, he headed the agency’s Homeland Security and Government Affairs Section. His previous experience also includes working with juveniles in an inpatient mental health and addiction treatment center as well as serving on a multi-disciplinary team in an adult psychiatric hospital. 

Undersheriff Raulen is a twice graduate of the University of Central Florida, where he earned a Bachelor of Arts and a Master of Science in criminal justice. In addition to advanced training in investigative and supervisory fields, he also holds a graduate certificate in Police Leadership from UCF. 

He is an adjunct instructor at Indian River State College where he teaches criminal investigations and media relations in the basic recruit police academy and well as various criminal justice classes in the associate and bachelors programs. Undersheriff Raulen serves on the advisory boards of the Salvation Army of Indian River County and the Substance Awareness Center of Indian River County.

Deputy Chief - Department of Law Enforcement

Deputy Chief Lonnie Rich commands the Department of Law Enforcement and Investigative Services.  His responsibilities include supervising the Uniform Patrol Division, Special Operations Section, Training Unit and 911 Communication Center, Criminal Investigations Division and the Special Investigations Unit.

As a 28-year law enforcement professional, Deputy Chief Rich began his career in Corrections where he was tasked with care, custody, control of inmates and security of the detention facility.  He then served in the Uniform Patrol Division conducting pro-active law enforcement activities along with responding to calls for service. He also served as a Training Unit Deputy tasked with the instruction of high liability subjects for all sworn personnel.  After his promotion to the rank of Sergeant by Sheriff Roy Raymond, he served in the Uniform Patrol Division and Multi-Agency Criminal Enforcement Unit. His later promotion by Sheriff Raymond was to the rank of Uniform Patrol Lieutenant. Deputy Chief Rich also held commands in the Training Section and Special Operations Section.  Deputy Chief Rich’s promotion to the rank of Captain by Sheriff Deryl Loar, placed him in command of the Uniform Patrol Division, Special Operations Section, Training Section, 911 Communication Center and Victim’s Services.

Deputy Chief Rich has over 26 years Special Weapons and Tactics experience, holding positions of Sniper, Team Leader and Team Commander.  He has over 2500 hours of advanced training and maintains several high liability and SWAT instructor certifications.

Captain - School Safety Division

Captain Thornton started his career in 1998 as a correctional officer at Saint Lucie County Sheriff’s Office.  He joined the Indian River County Sheriff in November of 2002 as a Patrol Deputy after spending four years as a police officer for the City of Vero Beach.  Captain Thornton has served in a number of leadership capacities during his tenure at the Indian River County Sheriff’s Office including Sergeant in Uniform Patrol, Lieutenant of Criminal Investigations, Captain of Uniform Patrol, and Major of the Bureau of Administration.  

Captain Thornton has numerous notable career achievements including the recipient of the John and Reve’ Walsh, Florida Department of Law Enforcement Missing Children’s Award, and Law Enforcement Officer of the Year.

He has earned his Bachelor of Science Criminal Justice and Associate of Science Criminal Justice degrees from Indian River Community College.  He has also completed Chief Executive Leadership class and Command Officer Development Course from University of Louisville and Leadership Development from FDLE Florida Leadership Academy.

Captain Thornton is a board member on numerous non-profit organizations including New Horizon, Gifford Youth Achievement Center, Crossover Mission, Sunrise Rotary, Livable Indian River County, Substance Awareness Center of Indian River County, Indian River Cares, Indian River Healthy Start Coalition, Dodgertown Community Partnership Schools, Indian River County School District, and African American Academic Success Committee. He is also a board member of the Indian River State College Foundation Board of Directors.   Captain Thornton enjoys golfing with his friends and supporting our youth and high school sports teams.
 

Angela Rosado-Jones

Captain - Bureau of Corrections

Captain Rosado-Jones oversees the Bureau of Corrections Administrative Division and is responsible for supervising the day-to-day operations of the Accreditation Unit, Classification Unit, Administration/Support Unit, Transportation Unit, Medical Department, Maintenance Department, Judicial Services Section, Court Services Unit, Legal Process Unit, and Inmate Print Shop Program.  She also processes staff training requests, inmate requests and handles inmate disciplinary appeals.

  Captain Rosado-Jones began her correctional field career 16 years ago at Florida Department of Corrections at the Martin Correctional Institution in 2004.  In 2006, she began her employment with the Indian River County Sheriff's Office in the capacity of a corrections deputy. Captain Rosado-Jones has served in several leadership roles prior to her current assignment as the Captain of the Correctional Administrative Division.  Her promotion to Sergeant in 2014 included the responsibility of care, custody, and control of inmates while supervising staff and providing care for visitors. In 2017, she was promoted to Lieutenant where she was responsible for the 2nd shift's daily operations.  During her time with the agency, she also had the opportunity to work at the Treasure Coast Forensic Centre from 2007 to 2013 where she worked with the mentally ill.

Captain Rosado-Jones completed her Associated of Arts, Bachelor of Arts, and Master of Science in Criminal Justice from Keiser University and she is currently pursuing her Ph.D. in Industrial and Organizational Psychology. She was the first female on the Treasure Coast to hold the Indian River State College Leadership Academy certificate.  She also successfully completed the Florida Leadership Academy Class #34 and most recently, she obtained the Greatest Leadership Initiative certificate from Keiser University.  Captain Rosado-Jones is a certified Adjunct Instructor with the Indian River State College where she teaches the correctional academy students who are aspiring of becoming correctional officers.  

In her leisure time, Captain Rosado-Jones enjoys fishing, listening to music, boxing, and spending time with her family.

Melissa Stewart

Captain - Corrections Support Division

Captain Stewart oversees the Corrections Support Division and supervises the day-to-day operations of all staff assigned to the three corrections shifts.  She is also responsible for reviewing all incident, Blue Team reports and monthly line inspections.  She schedules in service training dates with the Training Unit, manages the approval process of staff training requests assigned to operations, maintains Narcan inventory, reviews inmate requests and handles outside calls.  Captain Stewart is also the PREA Coordinator for the Indian River County Jail. 

Captain Stewart began her correctional field career 25 years ago with the Indian River County Sheriff’s Office on May 15, 1990 at the age of twenty.  Her initial hire was as a deputy trainee under former Sheriff Timothy Dobeck.  Within months of her employment, she began attending the academy, in a newly established pilot class at both the St. Lucie County Sheriff’s Office/Jail, and at the time, the Indian River Community College (Law Enforcement Academy). This experiment was to see if both counties could work in unison with the schooling and educating the cadets. At the end of graduation, the combined class idea phased out and Indian River County Sheriff’s again began to send the recruits directly to the police academy. Years later, she was afforded the opportunity to become a certified law enforcement deputy (uniform division), but she opted to remain in corrections because she loved her job.

Captain Stewart has held many specialized positions during her tenure at the Indian River County Sheriff’s Office including booking deputy and certified breath test operator (D.U.I.’s) as well as the responsibility of tracking and monitoring all criminal and sexual registrants in Indian River County from 2005 to 2014.   Her promotion to the rank of Sergeant occurred in 2005 under former Sheriff Roy Raymond and most recently a promotion to the rank of Captain under Sheriff Flowers. In her various positions in Corrections at the Indian River County Sheriff’s Office, she has diligently worked hand-in-hand with supervisors and Accreditation in creating and implementing division practices and policies that have remained in practice through four Sheriffs to the present time.  

Captain Stewart graduated from the Florida Leadership Academy in 2012.  She holds countless hours of advanced law enforcement training and has received numerous commendations and accolades during her long-stretching career.  Captain Stewart is currently working towards earning her degree in education. 

Throughout her career, she actively assisted with mentoring the youth in the community, as well as, the children at the elementary, Sebastian River, and Vero Beach High Schools in Indian River County and volunteers at the annual Florida Sheriff’s Office Youth Ranch Barbeque.

Tony Consalo

Captain - Special Operations Division

As the Captain of Special Operations Division, Captain Consalo is responsible for oversight of the Community Services Unit, Victim Advocates, School Resource Officer Unit.

Captain Consalo started his Law Enforcement career with the Indian River County Sheriff’s Office in 1995.  During his tenure, he has served as a patrol deputy, SWAT team member and FTO before his promotion to sergeant.  As Sergeant, he supervised the MACE Unit, Public Safety Dispatch Unit and Special Operations Unit.  In 2012, as a Lieutenant, he supervised the Field Training Section and later transferred to the Law Enforcement Services Division where he received his promotion to Captain.  As Captain, he supervised the Criminal Investigations Division, Forensic Services Unit, Intelligence Unit and Special Investigation Unit. 

Captain Consalo is a graduate of Saint Edward’s high school in Vero Beach 1981.  He earned his Bachelors in Economics degree from Emory University 1985 and graduated from the Southern Police Institute Command Officers Development Course.  Captain Consalo is a distinguished graduate of the FBI National Academy class #257. 

Captain Consalo has obtained numerous advanced law enforcement training including Instructor Techniques, Interviewing and Interrogation Techniques, SWAT, Field Training Officer, Sexual and Domestic Violence Advanced Training,   Crimes Against Children, CMS Firearms Instructor, Patrol, Tactical and Domestic Security, Intelligence Led Policing, Substance Addiction Diversion,   Drug Unit Supervisor, Criminal Street Gangs, Media Relations, NIMS IS-700, ICS IS-100, IS-200, ICS G-300, G-400, NRP IS-80, and Amber Alert ICAC.

Captain Consalo has lived in Vero Beach since 1975 and has been actively involved in our community his entire life having coach various youth sports to include football, soccer, and baseball.  He was the Special Olympics Torch Run Coordinator for numerous years and is currently a Board member of the Children Service Advisory Committee. Captain Consalo enjoys spending time with his family boating, fishing and scuba diving. 
 

Kent Campbell

Captain - Corrections Operations Division

Captain Campbell oversees the Corrections Operations Division and is responsible for supervising the day-to-day operations of the uniformed deputies including Road Patrol, Aviation, Canine, Agriculture/Marine, Training and Traffic Units as well as 911/Dispatch and our volunteer program.

Captain Campbell is a 33-year law enforcement veteran. He began his fulltime career with the Indian River County Sheriff’s Office in 1987 as a deputy sheriff.  He has served in a number of leadership capacities prior to his current role as the Captain of Law Enforcement Operations including K9, Public Relations, Narcotics, Criminal Investigations, SWAT and Uniform Patrol. During his time with the Crime Prevention Unit, he was able to secure a 12 million dollar grant to improve Public Housing to include Impact glass and air conditioning which gave children in the impoverished neighborhood a better home environment. 

Captain Campbell joined the United States Marine Corps spending two of his four years overseas. He successfully completed Non-Commissioned Officer’s School and certification by the FAA as an air traffic controller.

Captain Campbell grew up in Indian River County and graduated from Vero Beach High School. He attended Indian River State College, University of Florida, IPTM and Nova University.  He is involved in the community assisting the VBHS Girls Soccer Team and the 4H program.  

Kyle King

Captain - Professional Standards Division

Captain King oversees the Professional Standards Division and is responsible for supervising the day-to-day operations of the Investigations Detectives including Economic Crime Unit, Special Investigations Unit, Forensic Services Unit, and Sexual Offender Unit and the Crime Analysts as well as the entire Crime Scene Unit including the Crime Scene Detectives, DNA Analyst, Crime Scene Specialists, Forensic Examiners and Evidence Custodians.

Captain Kyle King is a thirty-one year law enforcement veteran who began his fulltime career with the Indian River County Sheriff’s Office in 1989 as a deputy sheriff in uniform patrol.  He later transferred to Criminal Investigations as a detective, then Crimes Against Persons Unit and held a position in juvenile services unit before moving over to the Crime Scene Unit.  Captain King has served in a number of leadership capacities prior to his current role as the Captain of Professional Standards Division including Sergeant Professional Standards Unit, Sergeant Crime Scene Unit and Lieutenant in Criminal Investigations. 

Captain King earned his Bachelor of Arts from Warner Southern College and an Associate of Arts degree in Criminal Justice from Indian River State College.  Captain King holds certification as both a Certified Forensic Photographer and Senior Crime Scene Analyst from the International Association of Identification.  He is a NRA Certified Instructor in Pistol, Rifle, Shotgun and Range Safety Officer and a Florida Department of Law Enforcement Certified Instructor.

Captain King has received numerous awards during his thirty-one plus years of employment with the Indian River County Sheriff’s Office including Grand Cordon Award, Law Enforcement Officer of the Quarter, Honorable Service Award, Educational Achievement Award, Exemplary Service Award, Going the Extra Mile Award, and Technical Service Award.  His accolades from his service in the community have earned him the Hundred Club 2011 Officer the Year, 2016 BSA Gulfstream Council Sparc Award, 2016 HSVB Joan G. Carlson Animal Protection Award, and the MPI Educational Achievement Forensic Science Award in 2008.

Division Director - Support Services

Director Turner oversees the Support Services Division and manages the Human Resources Unit, Fleet Services Unit, Central Records Unit, Information Technology Unit and Maintenance Unit. 

Director Turner began her career at the Indian River County Sheriff’s Office in 1992.  In her over 28 years of service in Indian River County, she has held numerous positions including Staff Assistant Civil Process Unit, Human Resources Specialist, Senior Staff Assistant Human Resources, Senior Staff Assistant Criminal Investigations, Crime Analyst, Administrative Assistant to the Sheriff, and Assistant Director Human Resources prior to her promotion to Division Director of six agency Units and Divisions.  Her meticulous attention to detail, managerial skills, and vast knowledge has made her an integral member of the Indian River County Sheriff’s Office Command Staff.  

Director Laura Turner earned her Bachelor of Arts Organizational Management degree in 1998.  In 2008, she obtained her certification from the Florida Department of Law Enforcement as a Certified Crime Analyst.

Chief Financial Officer

Chief Financial Officer Aimee Cooper is responsible for all oversight of the accounting systems and financial reporting of the Indian River County Sheriff’s Office. She directs the fiscal functions of the agency in accordance with Generally Accepted Accounting Principles (GAAP) and provides comprehensive financial information to the Sheriff for strategic decision making in the financial planning, budgeting and resource allocation of the agency. Through oversight of the accounting process and the Finance Unit, CFO Cooper enhances, develops, implements and enforces policies and procedures that will improve the overall operation, effectiveness and financial condition of the agency.

CFO Cooper began her employment with the Indian River County Sheriff’s Office in July 2018.  She has an extensive financial background both educationally and professionally. CFO Cooper earned her Masters in Financial Management in 2010 and her Certified Public Accountant’s license in 2013.  In 2016, CFO Cooper obtained her Certified Fraud Examiner’s license.  

As a member of the Board of Directors with SafeSpace, CFO Aimee Cooper acts as the law enforcement liaison for Indian River County.  She also holds a position on the SafeSpace finance committee. SafeSpace has partnered with the Indian River County Sheriff’s Office to provide a safe haven for victims of domestic violence.
